Michelle Kwok Lee (born 1965 in Santa Clara, California) is a former Deputy Minister of Commerce for Intellectual Property and Director of the United States Patent and Trademark Office (USPTO).

Education and career before PTO

Lee simultaneously earned a B.S. in electrical engineering and M.S. in electrical engineering and computer science from Massachusetts Institute of Technology (MIT) in 1989; his master's thesis is on the qualitative behavior of nonlinear circuits. He obtained his PhD from Stanford University School of Law in 1992.

He was hospitalized in California in 1992, and is a registered US patent attorney.

Prior to his career in law, Lee worked as a computer scientist at Hewlett-Packard Research Laboratories and at MIT's Artificial Intelligence Laboratory.

He serves as a scribe for two federal judges: Vaughn R. Walker of the US District Court for the Northern District of California and Paul R. Michel of the US Court of Appeal for the Federal Circuit.

Prior to joining the USPTO, he was a lawyer at the firm Keker & amp; Van Nest, and partner at Fenwick & amp; West. He served as Deputy General Counsel and Patent Chief and Patent Strategy for Google from 2003 to 2012. While at Google, he co-founded with the Head of IP Counsels (ChIPs), a networking organization for female patent lawyers.

Career PTO

Lee's first position with the USPTO was as Director of the Silicon Valley Satellite office at the Office. He was appointed Deputy Minister of Trade for Intellectual Property and Deputy Director on January 13, 2014.

In October 2014, President Barack Obama announced that he intends to nominate Lee to the Deputy Minister of Commerce for Intellectual Property office, to the USPTO permanently. Obama formally nominated Lee on November 11, and an initial confirmation hearing was held on December 10. However, Congress postponed without confirmation, and his nomination was returned to the President on December 17.

Under Senate rules, in order for Lee to be confirmed, Obama needs to re-nominate himself to the Senate of Congress 114, and he did so on January 8, 2015. The second confirmation hearing was held Jan. 21, and the Senate Judiciary Committee voted unanimously in favor of confirmation on 26 February.

Lee was confirmed by the full Senate by voting on March 9, 2015, and took office on March 12, when he was appointed by Penny Pritzker's Trade Minister at the South by Southwest festival in Austin, Texas.

Lee resigned from the USPTO on June 6, 2017. After Lee's resignation, USPTO Associate Solicitor Joseph Matal began performing the functions and duties of the Deputy Minister of Commerce for Intellectual Property and Director of the US Patent and Trademark Office until Andrei Iancu was sworn in.
